Rename K8s namespace stoat → censer, Kind cluster kind-stoat → kind-censer,
Docker image tags stoat-*:dev → censer-*:dev, ConfigMap stoat-config →
censer-config. Update issue templates, contributing guide, and upstream
workflow docs with GitLab URLs.

Add BRANDING.md, NOTICE, and brand assets for trademark guidance.
